104 gets bundled with 108 a lot, and that's understandable, but it isn't quite the same service. District government sources in Bihar list 104 alongside 108 as part of the broader emergency response framework, though in practice 104 has historically functioned more as a health advisory and counselling helpline in several states, including telemedicine-style guidance.
The State Health Society, Bihar lists 104 as one of its two toll-free numbers on its official phone directory, alongside 102. If you're unsure which to call, a reasonable rule is this: if someone needs a vehicle to reach a hospital right now, that's 108 territory. If you need health information, guidance, or a non-urgent query answered, 104 is the more appropriate line β though do confirm current routing with the state health department, since call-routing for these numbers has shifted before.
Here's a distinction worth understanding, because it's genuinely useful. 102 does serve other patients too and isn't strictly limited to maternal cases, but its design priority is maternal and child transport.
