India used its 2026 BRICS Chairship to add two new priorities to the bloc's health agenda: a mission focused on healthy lifestyles and a dedicated push for mental wellness. Both were formally introduced at the first BRICS Health Working Group meeting and carried forward at the 16th BRICS Health Ministers' Meeting held in Chandigarh from July 22 to 24, 2026.
The shift matters because it moves the conversation away from treating illness after it happens and toward stopping it before it starts.
India's BRICS Chairship runs under the theme "Building for Resilience, Innovation, Cooperation and Sustainability," a framework that traces back to the people-centric approach Prime Minister Narendra Modi outlined at the 2025 Rio Summit.
Within that theme, India structured the BRICS health track around nine priority areas. Two of them are new additions for 2026:
BRICS Mission for Healthy Lifestyle. This targets the everyday habits that drive non-communicable diseases (NCDs) β long-term conditions like heart disease and diabetes. The focus areas are unhealthy diets, physical inactivity, tobacco use, and harmful alcohol consumption.
Promotion of Mental Health and Wellness. This aims to strengthen mental health services, reduce stigma around seeking help, and fold mental healthcare into mainstream public health systems rather than treating it as a separate track.
The remaining seven priorities carried over from earlier BRICS chairships. They include the BRICS TB Research Network, cooperation among BRICS medical products regulatory authorities, an early warning system for infectious disease outbreaks, digital health architecture for remote-area care, Traditional, Complementary and Integrative Medicine (TCIM), action on diseases linked to social determinants of health, and a network of national public health institutes.
The first Health Working Group meeting, chaired virtually by Union Health Secretary Punya Salila Srivastava, brought together officials from nine countries β Brazil, Russia, China, South Africa, Egypt, Ethiopia, the United Arab Emirates, and Indonesia β reflecting how far BRICS membership has expanded beyond its original five nations.
The 16th BRICS Health Ministers' Meeting turned India's proposals into concrete commitments. Union Health Minister J.P. Nadda announced the BRICS Roadmap for Joint Initiative on Healthy Lifestyle Promotion, a 2026β2029 plan built around healthy diets, regular physical activity, preserving traditional food cultures, and evidence-based behavior change across member countries.
On the mental health side, Nadda announced the creation of a BRICS Network of Centres of Excellence on Mental Wellness, to be coordinated by NIMHANS (the National Institute of Mental Health and Neurosciences) in Bengaluru. Framing mental health as a core part of Universal Health Coverage rather than an add-on was a deliberate choice β it signals that BRICS wants mental healthcare treated with the same seriousness as physical illness.
Delegates also welcomed the release of a BRICS compendium on digital health architecture for continuum of care, meant to help members share best practices on reaching patients in remote areas.
Non-communicable diseases already account for a large share of illness and death across BRICS nations, and the pattern is similar worldwide: heart disease, diabetes, and related conditions build up over years of diet, inactivity, and substance use before they become medical emergencies. Treating them after the fact is expensive and often comes too late to fully reverse the damage.
Mental health carries a parallel problem. Services are frequently under-resourced, and stigma keeps many people from seeking help until a crisis forces the issue. By pairing a lifestyle-prevention mission with a mental wellness initiative, India's proposal treats both as connected β physical and mental health outcomes reinforce each other, and prevention works better when it addresses both together.
The Chandigarh meeting also featured yoga sessions and millet-based dishes as part of showcasing India's approach to physical and mental well-being, alongside an exhibition on India's work in digital health, AI, and traditional medicine. Delegates from the UAE and Egypt spoke positively about India's healthcare advances and traditional medicine practices during the event.
The real test now is implementation. A roadmap and a new network of centres are commitments on paper; whether they translate into measurable changes in NCD rates or mental health access across BRICS nations will depend on funding, coordination between health ministries, and follow-through over the 2026β2029 window the roadmap covers.
